It recoiled and now the pull rope will only pull out one quart of the way and it stops , like the is bound up

The tooth/notches in the housing are worn out or broken,if the pull cord returns to the original position than the return spring is still good and you will only need to worry about replacing the gear/housing that attaches to the crankshaft .Good luck on the repair job ..BOB

The starter pawls on this model are exposes to weather. You can usually spray WD-40 directly to the flywheel pawls and loosen with a screwdriver.

You may need to install a new pull rope. This isn't novice work but it is common sense work. Mower may have other issues as well. A small lawnmower engine has 4 things that are crucial to its operation (besides the obvious pull or electric start system). They have to have clean motor oil (SAE 30 usually in summer). Clean air (good air filter). Fresh, clean fuel. (not over 30 days old). A strong spark from the ignition. Any thing deviating from these things inevitably causes problems.
The shroud and cover wil have to be removed to install new rope. Its not rocket science if ya'll want to attempt it Take your time and note or draw which screws go where as ya remove um. Loading the recoil spring for rope is an endeavor not too easily done but you can do it.
