What would cause the PTO not to disengaged the blades from turning?

A faulty switch if the blades are spinning at full cutting speed
Not cutting the current to the engaged blade clutch so the blades are stil on even when the switch is in the off position.
The blade brakes not gripping the pulleys fully to stop blades so anything brushing against the blade will start them spinning
Or the clutch medium is damaged and is not releasing the blades fully so they spin but slowly when you switch the switch they just slow down get the deck alignment switch for clutch and the wireing to the blades system checked and the braking system for the blades pulleys checked as soon as possible the machine is dangerous
With the blade continuously rotating you risk injury from the blades catching.g you or someone else who's not aware the blades don't stop.etcetera.

Blade speed equals engine speed. Check your carburetor and fuel pipe
Make sure you sharpen the blade with - this is more important for a good cut.

Blades will not turn on lawn mower

You haven't given enough information of the problem. The blades themselves wont turn when you try to spin them by hand or they wont turn when you engage them with the lever or the switch?

Ninja blender blade wont turn with food in container.

Blades wont activate

Check the timing belt, the belt just above the blade. The blades, if not turned 90 degrees to each other, will clash. Dumb design?; perhaps, but you need some way to overlap when you turn so tightly. I have an early 2000's vintage, but remove the shroud and check the belt. It may be broken. You can actually raise the deck to it's maximum, remove the spark plug for safety sake, and if each blade spins independently of each other and real easy [though one could be jammed somehow], you probably broke the belt. They were just a few bucks shy of $100 a few years ago; I bought two when my last one broke, and luckily I haven't needed the spare. When/if this is the problem, syncronize the blades so that one is 90 degrees to the other. The factory has marks stamped on the pulleys and housing somehow (I'm trying to remember exactly), but in the end lining up those marks achieves that orientation. Craftsman 42" riding lawn mower blade free spinning but wont cut

It sounds to me that you need a new mower deck drive belt, or your blades need sharpening. If the blade edges are rounded, they won't cut butter... Also, when mower is off, check mower deck drive pulleys to make sure you don't have any that are locked up or are dragging. You can check this by pulling the belt away from pulley and spinning the pulley by hand. MOWER MUST BE OFF before attempting any of these checks. You would be surprised how many people would try this with the mower running.
