First turn the adjuster on the rear brake handle all the way in and make sure the slots on the adjuster and set nut are lined up, pull the brake cable out and leave it attached to the lever to open the rear brake pads, loosen the bolts on the tire and pull the derailer up to remove the tire, remove the dustcap from tube and using a flat tool (Wal-Mart has tire tools for $1) take one side of the tire bead out of the rim, pull the old tube out, place the stem of the new tube in the hole and put the cap on, tuck the new tube in the tire trying to keep it flat as possible, push the bead of the tire back into the rim. before inflating the tire, put it back on the frame while pulling the derailer up to get the chain back on the cogs( they will adjust later) tighten the bolts and inflate the tire to desired pressure (between 35-60 psi)

The cheapest way is to buy a new tube to see if that was the problem. Sometimes tubes can inflate bigger at one area than others. If not check to see if the rim is true, meaning that it is not bent, if so replace. It could also be the tire.

If you have pegs on the back you will need a deep socket to fit the nut and a socket extender and a socket wrench. with the wheel off it is just the same as changing any other bike tire. Just make sure you check the inside of the tire carefully for anything poking through that may puncture your new tube. Also check to see if you need a new tire and make sure you inflate the repaired tire to the correct pressure or you may get a pinch flat.

SOURCE: Mongoose Handlebar adjustment
where the bars slide into forks there should be a allen nut on the top undo this slightly and adjust bar height then tighten up allen nut
SOURCE: How can I raise handlebars on a 26 in. Mountain
You need an Allen wrench (a.k.a. hex key) to fit the bolt head right in the middle of the handle bars. Loosen this bolt just 2 or 3 turns then tap the head with a soft hammer or block of wood and a hammer. Then pull the handle bar stem up (and all of the way out so you can see how the wedge-shaped nut at the bottom of the stem works). Look for a mark on the stem telling you how high you can safely raise the bars (you have to leave enough of the stem inside the tube so that it will be strong.) Put it back in and tighten it up.
