Why is my hp 6040 printer still not working after changing cartidges lights continue to flash

the PCA is held to the carriage /cradle by usually one or more screws. sometimes these loosen over time, so while the contacts on the PCA and the ink cartridge look ok, they're not actually making good contact. try removing the pca from the cradle, and reattaching it, making sure you torque the screws down firmly (but don't crack the board). sometimes a small washer or shim helps to get the board closer to the carts.
many times if you look along the top of the cradle/PCA assembly, you will notice that the gap between the board and the cradle is not uniform. this is usually a dead giveaway, and snugging up the screws will usually fix it.
also if you closely examine the cartridges, you may notice that the indentations or scratches on the contacts aren't uniform which may also point to a skewed PCA.

Remove the new cartridge, inspect the contacts,usually gold little square,this is how the printer talks to the cartridge, make sure there is no ink on it. Where the cartridge ink dispenser is and where it comes in contact with the cartage holder,try and put a little rubbing alcohol on a q-tip and clean the area,
it sounds like some ink has dried there and is not allowing the new ink to come out. Some printers
have another cartridge that holds the ink cartridge, if this is the case, remove both of them for easy inspection and cleaning. If this does not work or not sure, go to the hp website and put in your model#
and search the troubleshooting tips. If that does not help contact them with an e-mail for support.

Hi I have exactly the same problem, and can't scan or make copies. I went to HP Online, and tried their advice, which didn't work. http://h10025.www1.hp.com/ewfrf/wc/document?docname=c00867129&lc=en&dlc=en&cc=us&product=3177566&rule=25623〈=enHP's solution made me realise it might be a scanner problem. I made a wild guess and kept the cover above the glass panel open. Turn off your printer, lift the cover up and turn on again. The lights should stop blinking and you should be able to scan/copy/print. I guess the cover prohibits the device to scan properly causing the blinking lights. Hope this helps!
