Bottom should go both ways and the top one way only (clockwise). If the bottom is only going one way, you have a gearbox issue.

The most probable thing causing it to not agitate is going to be stripped/broken agaitator coupler.
The video will show you to take out the agitator and check for a defective agaitator coupler

replace the dogs in the top portion of the agaitator, the agaitator top comes off and you will see the four dogs part number is 285707 about 3-5 dollars
