Most likely it's been filtered the network admin via Firewall rules. Only option you might have is a logmein or teamviewer to connect to your home computer and play it that way.

Both place offer FREE PERSONAL remote access. It will need to be installed on both machines however.

Now if your the Network Admin. then you need to unblock the site, via a router, proxy server or dedicated firewall just depends on your infrastructure.

Are you using workplace/ college/ school computer network? If so, they have some sort of policies to apply for the internet use in their network. If you think you need to use youtube, just let administrator know, they will unlock for you.

There is proxy setting to block the website you want to access or it could be set up on privacy tab on your IE. But also have the way to get out of proxy setting, you can search on the web for that, such as: google bypass proxy..ect.But you are about to break the rules at your community and you do it with your own risk.
