The credit/debit number on the front of your card or the 10-digit PIN of your MetroPCS payment card

To make a payment with a checking account, have the following information ready:

The dollar amount you wish to pay
The routing number and checking account number. The routing number is the 9-digit identifier that is specific to your bank. It is located between two symbols on the bottom left-hand side of the check. Your checking account number immediately follows your bank's routing number as the second set of numbers.
Additional personal information that only you would know to verify your identity.

Find contact information of the site you used and use all of them to contact them with your problem... telephone, email, chat... be quick and have all info in your communication but only the last 4 digits of your debit card.
If you mean pay your bills using PayPal, you need the PayPal debit card that is issued to holders of premier, business and student accounts. If you mean pay a balance owed to PayPal, you have 3 choices: 1. Link your bank account to your PayPal account. 2. Use a debit/credit card. 3. Sell enough on eBay to pay it off.
Go to pay pal and set up an account. You can either put a deposit into that account from which pay pal will pay the bill or set it up using a visa card so that they debit the amount of the bill after you enter permission via a security number that you know on the card. Personally I use PayPal all the time as the money is guaranteed to be paid or recovered if the deal is not legal
Im not sure which country you live and the banking system regulations you might be better of paying bills through a direct debit to avoid cash price penalties which banks charge for credit card payments but to answer your question you should be able to pay bills by your credit card as long as you have a good credit rating (you might not need a rating at all) hope this helps
