The cams are worn out inside of seat or it may be to lose you have to tighten up the seat if there is any adjustments if not it is worn out replace toilet seat.

How to tighten the seat
Tighten the seat by holding nuts on the underside of the bowl and taken a screwdriver and put it in the slots on top of seat under the caps that just pop off.

Either live with it or replace it. The hinge is not serviceable and the soft close action does not last forever. They rarely last more than five years, maximum.
