Is the monitor plugged into the wall and power turned on?
Is the video output of the PC connected to the monitor?

Open Device Manager, Uninstall the Graphic Card and driver, reboot the machine, allow Windows 7 to apply the generic driver, Open Windows Updates and run. OR, open Device Manager, display adapter, update Graphics adapter. OR, Use the eMachine windows vista 64 bit drivers. Download the Windows Vista 64bit driver and Save , open Properties, change compatibility to Windows 7. use a open paperclip and push it into small hole on the front of the drive its a manual release

If you can open the case of emachine just remove small round bettry out of socket and then start your machine It want ask you to enter password your work is done then switch it of put the battry back to socket and enjoy your emachine

There should be some hint of power output on the transformer or power requirement on the device. Please give a look on the device. I understand you cannot look at the transformer, it is lost.

It appears the company that manufactured your device is out of business. If you cant find the power requirement, its time to replace your device.

Linksys makes a nice 16 port switch for under $100.00

According to TigerDirect, this case has a side opening door. Here's a youtube video that even shows how to do it on an emachine computer.
