How much dirty water should end up in the recovery tank? I'm not getting back but a fraction of the water that goes out BACK IN... It's a heated model. Is the water evaporationg or is something wrong?...

About 3/4 of the water dispensed should be extracted. If not, there are a couple possibilities. If the float assembly in the lid of the dirty water tank has a mesh filter on it, be sure there is a gap of about 1/2 inch between the top of the filter, and the bottom of the lid. Without this gap the recovery of dirty water will be prematurely stopped. Another problem could be that the pick up nozzle is not making good contact with the carpet. This occurs if the machine has been dropped on it's nose and the screws holding it firmly in place have broken loose from the plastic.

I have a DC 15 Dyson Ball Vacuum. I've removed and cleaned the filter. I can't get the lid to close properly. I don't want to force it and break something. There is some kind of a red spring loaded tab...

The red tab doesn't let the lid close if the filter is not fitted correctly or the wrong filter is fitted. Many after-market filters cause this problem.
Have you recently fitted a new after-market filter?

I have never used a shampooer before when I use it it says to empty out dirty water. I don't have any left. My tank is empty. Am I doing something wrong.

Suggest that you do the following.
Remove the TOP ("Clean water") tank. Fill it 1/2 full of water. Put the top on the clean water tank and place it back on the machine.

Release the machine handle and remove the cover of the "dirty" water tank. Inspect the back of the tank to be sure that the vacuum adapter in located in the rear of the dirty water tank. If not-that is your problem. If yes, restore the top to the dirty water tank.

Power the machine on.
On a kitchen floor, power the machine on. Pull the trigger and hold it for about 30 seconds. You should see water gathering around the brushes. If not, that is a problem.

With water around the brushes, release and lower the handle and and move the machine over the water. It should vacuum the water into the dirty water tank.
Is all of that happening?

Sensor light stays red no matter how long I vacuum. I think the sensor light is broken.

I think you have a clog and/or a dirty filter.

Check all hoses - dont just look at them ... disconnect them - run something through them - check completely. I pick up dozens of discarded machines from the trash heap - more than 90% have clogged hoses and nothing else wrong with them.

I hope this helps

Hoover steam vac clean surge

The recovery tank lid isn't locked down all of the way around. The foam filter on the inside of the tank lid is up too far, needs at leasat a 1/4 in gap from the top. The filter screen by thye indicator is clogged. Some have a duct that sits in front of the recovery tank, either it isn't there or not pushed down all of the way.

Filter doesn't look clean after rinsing

It could well be that your Dyson is blocked elsewhere. Check the pipes, especially the feeder channels and the air way inspection channels on the Dyson as well as the main dirt channel after the rolling brush bar. Also brush clean the shrouds on the inner cyclones as these get notoriously clogged.
If the filter is washable it wont come up white like new unless you try a stain detergent like a pre stain remover. It would have to be heavily diluted as water is really the only way of cleaning a Dyson filter, but it also has to be of the washable type; Dyson produce a few filters, but some are not washable. EBay usually have good cheap replacements available but I'd check the first points first of all before filter replacement.
