Good Afternoon Stephanie,
I understand the spray arm is not raising all the way in your Frigidaire dishwasher, model# FDB750RCC. I also see that the dishes on the top rack are not getting clean due to this. The spray arms are stationary where they are attached to, other than turning due to water pressure. Please try the following solutions:
• Choose another cycle for longer washing time.
• Check rack loading section for proper loading-avoid nesting items.
• Home water pressure may be too low- should be 20 to 120 pounds per square inch (psi).
• Check incoming water temperature. It should be at least 120 degrees F.
• Select HI-TEMP WASH option.
• Check water hardness. For extremely hard water, it may be necessary to install a water softener.
• Use fresh detergent.
• Check to make sure funnel in top rack is not blocked.
• Make sure items are not blocking the spray arms, preventing them from rotating.
I ask that you please follow up with a comment on the post, at your convenience, to advise if further troubleshooting is needed or if your appliances status has changed successfully. Hope this is helpful.
-Best Regards-

Make sure the spout leading into the top spray arm is not obstructed at all. Maybe simplistic, but could be overlooked. Just thought I'd put it out there.
SOURCE: My dishwasher is not washing dishes on the top rack...
HI,
The top rack is not cleaning because of low water pressure from the wash motor to the upper spray arm.
Assuming the top spray arms are clear of debris, remove the lower spray arm to access the wash motor. Remove the 4 torx screws and the filter (accumulator assembly). Remove the torx screw and the inlet protector that covers the chopper assembly. Make sure the chopper is not broken (broken chopper will fill with debris and block water flow). While holding the chopper blade, reach inside the "D" shaped opening on top of the motor and spin the wheel/motor by hand in each direction to make sure either the chopper gear or the motor gear that drives the chopper is not broken. Replace the chopper if necessary . If the motor gear is broken, replace the sump and motor assembly . Remove any debris from the sump area in the process.
You don't have to shut the power off to the dishwasher because the door will be open, but if you feel more comfortable, do so.
thanks,
SOURCE: upper spray arm broke off
I hope it did not break, only came off. I had the same problem. You have to unscrew the round part from the ceiling of the dishwasher, put the three pieces together, easy, and then screw the whole thing back. No tools needed. Top rack can stay on while working. It helps if the dishwasher is empty. If the threading is good, this should solve the problem.

Thanks for the help. Like the other guy said the "ninga star" thing unscrews and using the plastic part inside I just pop the spray arm back on. Screw it back and it works again.
SOURCE: Hi, my Frigidaire dishwasher doesn't seem to clean
Factory Defect, where I was given full refund plus re-installation costs from Lowes...
Hi If the top rack of the dishwasher
doesn't get clean, check your appliance to see if you can fix the problem. Then check to see if your
dishwasher has clogged filters. Filters generally cover the drain valve area to
catch debris as the water drains from the dishwasher. Many dishwashers have
maintenance-free filters, but your dishwasher may have filters that need
cleaning. Read your owner's manual before you perform any filter maintenance to
avoid damaging your dishwasher. Check your water temperature to
make sure it's hot enough. Water that is under 120 degrees Fahrenheit may not
be hot enough to clean dishes effectively. Turn your kitchen hot water tap on
and wait until the water warms up completely. Fill a cup and measure the water
temperature with a kitchen thermometer. If the water is less than 120 degrees
Fahrenheit, turn your water heater up to 120 degrees. Load the top rack properly. Place
cups and bowls upside down in the rack and don't nest dishes because this can
prevent water from reaching dishes. Don't overload the top rack. Instead,
position each item so the dirty areas of the dishes will receive full contact
with water spraying up from the main spray arm located beneath the top rack.
Prevent items from hanging below the top rack, which could prevent the spray
arm from rotating. Also check this link for more helpful

First
check the spray Arms to make sure the holes in the spray arms are free and
clear of debris. Your dishwasher should have several spray arms, including one
at the bottom of the tub, one under the top rack, and possibly a third spray
arm on the top of the tub. Sometimes food and mineral deposits can block holes
in the spray arms, preventing water from spraying effectively. If this occurs,
warm some white vinegar and pour it into a spray bottle. Spray the holes with
the vinegar and dislodge debris with a toothpick or large safety pin.
