No - the buzzing you're hearing is probably the inverter transformer. Its' purpose is to generate high voltage to turn on the backlight to display the image on the screen. The monitor should still be under manufacturers warranty since most of them are a year. Have it repaired or replaced.
try to boot in safe mode by pressing F8 when you turn on the computer
use the up/down arrow key to highlight safemode and press enter
press enter to select your OS then wait until it loads.
during boot up if it still shows the little squares try a known good monitor if it has the little square the video card is busted and needs to be replaced however if ever the known good monitor doesnt have the little square then its the monitor that needs to be replaced.

i have 3 hannspree monitors 2 were sent back for repair i replacement was faulty when i got it back the other one changes flashing colours never again i tried turning the brightness to full which helped for a time
