When you connect something to an USB port for the first time, don't hope to much. You have to be sure the computer has the correct software to recognise the hardware and can work with it. From Windows 7 and up, for most hardware that is certified with Microsoft, you can download the drivers from Microsoft. Lots of hardware is recognised when connected and will initiate a download from Microsoft. But not all hardware will do so and not all hardware is compatible with the new operating systems.
So to make sure your hardware is compatible, check the manual and find out, what you have to do so it will work on your computer.
If your device was working on a USB2 port, it also should work on an USB3 port, on the same computer. But don't expect another speed, because the slowest part decides the speed.
