There is no magical solution based on IMEI numbers unless you are PUK Locked. Anonymous posts like this are normally from people who are in possession of phones that they found or stolen and sold. If it is PUK Locked, it can only be unlocked by the Telco that owns it.
People don't normally 'forget passwords', because you are using the phone 20 to 50 times a day. However, the first place to start is a Hard Reset.
