I have a new Apple iPad. When clicking on the web icon it does not ring the other party. When it did work somewhat I could see the other party but they could not see me.

Connect your iPad to your computer with the Lightning/USB cable.
Turn on your computer, and after it finishes booting, open iTunes.

I don't know what is wrong, but try to reset your iPad. The easiest is to switch off with the button on top. Press it for a few seconds till it says swipe to switch off.
when the screen is black, switch it on with the same switch.

goto settings, then general and reset. but each one of the resets, can cause loss of recent data or settings you had. So it could be you have to reenter some settings again.

On your iPad you are only able to remove the third-party apps that you have installed. You will not be able to remove the apps that came pre-installed with your iPad firmware, although you are able to move them around and to other pages.
