Husqvarna Sapphire - thread cutter not working

Huskies are excellent machines. Guessing this is a serger? Doesn't matter. Very likely you could ask Husqvarna.com. Likely, something is a bit out of sync. Or - all sewing machines are 'picky' about being threaded correctly. You might check that.

Has the take up lever been replaced with the new updated one that does not let the thread slip out?

The length of the trim is not adjustable on that machine, most arent. Theres a small piece of velcro near the cutter arm that holds the thread in place when its cut. Its commonly missing...

Check to ensure your needle is fully inserted and not bent or burred.
Then check to see that there is no bits of thread caught in the bobbin and race area.

You need to remove the gray cover next to the needle plate and bobbin cover. First remove the bobbin cover, needle plate, hook cover, and bobbin case. Next, take a small straight slot screw driver, about 3mm wide, and insert it under the gray cover that is just left of the hook area. Pry up the cover just slightly, and at the same time slide the cover towards you. It should just pop off. If you having cutting problems, you should the cutter blade, the cutter holder (black plastic piece), the fetcher (gray metal arm), and the thread bread (copper piece with the little velcro piece at the end). Viking has upgraded a couple of these pieces from the original versions, so you should have better cutting results. And of course clean out this area while your at it.

That is your thread cutter. Depending on what machine you have, whether it is automatic thread cutter on an arm or just a manual one. If it is automatic, pop the cover off on the left top of machine next to the bobbin area. The arm should be seen there. It moves like an elbow. Push your thread cutter (scissor button) and watch how it works to see if it has come off the post. If you don't have automatic thread cutter, perhaps the thread cutter is not pushed all the way back in its place. The thread cutter looks like a triangular piece of flat razor. It could be sticking out too far or perhaps bent. I have fixed mine before, but be careful.

No real idea what has gone wrong, but first thing I would do would be to clean out the bobbin area thoroughly. There may well be a piece of lint stuck in there that is preventing the mechanism from operating. Is the cutter not working manually i.e. when you touch the cutter button, or not working at thread changes in embroidery? If it in the manual situation you might find that the button is not connecting with the electronics behind that panel correctly and it will need a machine technician to correct it.

What is the specific error that you are getting? Tell me exactly what the machine displays.
I assume the wiper you refer to is the fetcher. It is the long piece that reaches from left to right and pulls the thread back to the blade. The left end of the fetcher should be going all the way to the gray hook cover body when it is fully retracted. If the left end doesn't go all the way to the side, it may be hanging on the thread brake, the little brass piece with velcro on the back.
