The external battery is what charges the internal battery. I presume that this occurs when the external battery is being charged out of the camera. If this is so, you may want to consider getting a spare battery, so that there is always a charged battery in the camera.
The two most likely possibilities are that either the camera is not charging the battery although it indicates it is or there may be a shorted or defective circuit in the camera that is draining the battery. To test for this, buy an inexpensive external battery charger (Adorama.com has several model at low cost) and see if the camera works after charging the battery on the external charger. If it works, the problem is in the camera's charging circuit and you will be able to use your camera on externally charged batteries. If that does not solve the problem, replacing the camera may be the cheep way out.
this is probably a faulty of the camera charging system. if this was my camera i search on ebay international seller one external charger for your batterie type. you find in ebay 100 models of external charger, so you charge you batterie and the camera goes like new. you can find a new charger with one or twoo new batterie all togheter to 10 euro . this is the better system to not spend a high fixing sum.

Your battery is likely shot then if it discharged too low. If the camera works okay off the charger itself, then just replace battery. If not, might be cheaper to replace camera than repair.
Occasionally the batteries in the camera die- so no amount of charging will fix that, but does the camera work when you have it plugged in to charge? Most cameras will run from the charger , even if the battery is dead. If it runs from AC (wall plug), but not battery, it probably the battery, but occasionally it is the circuit in the camera that charges the battery. The last resort is an external battery charger (not all cameras have them), but if you can charge the battery elsewhere, then it is the circuit in the camera- you'll have to buy an external charger if one exists

Did you go online and look up this troubleshooting tip from HP? Did you make sure the batteries are rechargeable and in the correct orientation ( + and - )? Here is the results from looking up the error code M627-435 at the HP website:

Ensure that the batteries are rechargeable. If the batteries are not rechargeable, replace them with rechargeable batteries.
If the batteries are rechargeable, take them out and check for obvious physical damage. If the batteries are damaged, replace the batteries with rechargeable batteries in good physical condition.
If the batteries are in good condition, charge the batteries using the external charger that shipped with the camera before using them in the camera for the first time.
If you have tried each of the steps above and the status message still displays when you try to charge the batteries, replace the batteries.
Cause
The Batteries cannot be charged status message is usually caused by one of the following:
When first connected to an optional HP AC power adapter or placed on an optional dock, the camera performs a test to determine if the batteries are rechargeable. If the test determines that the batteries are non-rechargeable, an status message displays in the LCD.
If the battery charge falls below 1.1 volts, the camera cannot detect that the batteries are rechargeable. The camera does not charge batteries below a 1.1-volt threshold to prevent charging non-rechargeable batteries. Rechargeable batteries discharged below 1.1 volts can be charged in an external charger.
