This is an ether or situation. Most systems now are set up with three way valves and if you turn the jets on you will shut the pool returns down. If you turn the pool back on you will shut the spa jets off.
check the face of the jet trim to make sure it is turned on. most jets today turn clockwise and counter clockwise to turn the water on/off on each jet.
I would expect there is a Jacuzzi dealer in your town and I would guess he has parts. If you purchase parts locally, not only are you helping your neighbor but also, you will have the opportunity to pick his brain on tips to install.
The jets will run while in the filtration / heating mode. If the spa is in the middle of the filtration cycle, the jets will stay on until the cycle time runs out. So, if the spa jets are on during this time, they are on for the full duration, 2-6 hours every 12. You can cycle the jet button to high, but when you try to turn them off, they will just go back on low.
