I bet you ment will not start. First check for spark at the spark plug. An easy way to do this is to pull out the spark plug, connect it to plug wire and with the threaded end touching bare metal (do not hold it with your hand)on the engine see if you can see a spark jump across the gap of the plug. Also check if the fuel shut off valve(if it has one it will be between the gas tank and carb) is open.

John Deere allows up to two and a half inches of tow in on the front wheels,to them this is normal.An adjustable steering rod is available but is not covered under warranty,it's up to you whether or not you need to install it,i suggest that you do.
