The clock ran fine, then I took the battery out because it was waking my son's baby. When I put the battery back in, the chimes won't work at all.
You may need to try to repair or replace the quartz movement, this link will help you out.

There is a small potentiometer that the volume know is on, probably replacing the pot will fix the problem. Radio Shack has these.

When to music plays it is ok but, when the chime occures it acts like it is under water.

Manually turn the minute hand forward until the 16 westminster chimes sound and then the hour strikes. Then remove the minute hand (it will go on in four positions) and put it back on at the 12 o'clock position. The chimes should now be back into sync.
