You would be better to fly, or put her in the back seat with lots of pillows and use the centre lap strap as a seat belt.
If you pull the seat all the way forward and remove the headrest, you should be able to see the maximum recline, but electric seats have a stop on them.
You do not say what design 3 series; but for E36 with electric seat adjustment, Odometer Gears (link below), makes replacement gears for the electric seats for approximately $40 each. This is the part that typically wears/breaks for seat reclining. This is either an electrical problem or the infamous twisted seat problem caused by the cables between the motors and reclining gear units of the power seat. Check the connector under the front of the seat and make sure it has not been disconnected listen to determine whether the motor at the front of the seat are turning when you try to move the seat (they are fairly quiet) If the motor spins, then search internet for "bmw twisted seat" good luck
I wouldn't ruin anything by trying things yourself

The dealer I used in the past, has a seat specialist come in on Wed only, around 5:30 after the service bays close & one service writer hangs out until that person fixes a couple vehicles seat issues
2010 Equinox drivers side won't recline.
Found the cable popped off recline mechanism.
Pulled back the lower seat panel near the recline lever after removing one torque screw located on said panel which is on the back of seat. Works great now. By the way, Freedom Chevrolet in San Antonio, Tx, without diagnosis, wanted to charge my girl friend $860 to replace the whole assembly.
More than Likely Stripped out. This is a Dealer only Repair. You could get the Parts from the Parts Counter at the Dealership and repair this yourself But, It is not Easy!
