Voice mail light is blinking on the phone and on the receiver

This indicates that you have voice mail waiting on your line (telco provided) or you may have voice mail provide by the unit. What you need to do is to call your voice mail box or use your voicemail button and listen to your messages. If you have the owners manual it will tell you how to access the voice mail box if it is local to your unit. I do not understand how to dial into voice mail to listen to a message.

call your customer support officer (service provider) he will tell you what is the number.
Telecom companies have a unit called a UMS server (unified messaging server). These are configured by your service provider. UMS features an interactive voice response system for further instructions. These UMS boxes are responsible for storing and replaying your voice mail.

New Voice Mail

I have FiOs and used some of the info I gathered from this page to get my voice mail working now! To set up my voice mail I called my phone number (from the house phone), then pressed * when the automated system picked up...Your prompted to use a 4 digit pass code, which is the last 4 digits of your phone number (worked for me). From there I listened to the prompts and created a new "4 digit pw" as well as a "name password" by the end of the cycle. It then allowed me to listen to the messages on the phone and delete them! Phone finally says ready on it.
