My dell won't send a signal to the monitor. lights 3 an 4

what this means the memory sticks have an issue.
Try re-seating the sticks in your computer.

ok .Remove and reinstall all memory modules to ensure they are seated properly. While you're doing that, it's a good idea to clean the contacts on the memory module. Close the computer and power it up. If you get the same 3 and 4 lights try this:

maybe its a bad memory stick
or
the slot where the memory connects is bad so that means the Motherboard will have to be replaced.

Make sure the 12v power connector is securely connected to the system board. If you open up your computer look at the end of the board that the memory modules are there is a 4 pin connector thats the 12 v Make sure thats plugged in and secure, If thats ok you have already did the removal of the memory and replaced them, take out any pci express cards and use your onboard video, if that don't work try one memory module at a time see if that works you already seem to be savoy enough to do that and try that, and if that does not work you may need a new power supply. You can check it but probally will be bad I have the same desktop and thats been a problem with these 5150 along with the mother board going out after the warranty expires. See that link for the beginning of the Dell troubleshooting wizard for diag lights 3 & 4, it is in fact a memory subsystem error. Usually meaning the stick of memory in the first slot is bad. The wizard will walk you through this, but try removing the first stick and using the second stick in the first bay and see if it will boot. Unfortunately no recalls on RAM for this model but the good news is that your memory is cheap and if your not under your service contract you can buy a set on newegg or a similar site for about 50 bucks.
