Not sure what you mean by "off mode." The device needs to have power in order to format it. If you mean "standby mode," then you would enter *#7370# and it will ask for the unlock code. By default it is "12345."

The PC seems to be OK. The phone switches off and hence can not be detected. You cant detect a dead device. Try a different battery. Or try using the charger while connectiong. If it does not go off then the battery is at fault. Change it. If nothig is detected faulty, then uninstall PCSuite . Restart the PC and re-install PCSuite without connecting the phone. When you connect the phone afterinstalling the SW, he phone will be detected immediately.

How many `paired devices` have you got in your connectivity settings.
Delete them all and search for a new device e.g: your bluetooth headset.
