engine numbers would be helpful buttttt.... the perimeter of the recoil assy should be 3-5 small screws. remove them and it should come off, the is as long as you have a eagerbeaver engine ( tecumseh ohv )

Sears Craftsmen Poulan leaf blower model 358.797770 How do I gain access to starter pulley assembly and spring?

Not an easy job to get to on this Weedeater made blower; have plenty of work space and a very good memory. It requires removing blower end which you will end up disassembling the whole casing.
When re-assembling don't over torque the fan mounting nut as it will cause the flywheel to bind.

Have craftsman 21 hp 42"cut

You can take the model number listed under the seat and go to search craftsman parts, go to the sears website and use that 917.# and you will be able to see an exploded view of the deck among other sections of the mower, all other sections except the engine.

it is quite likly that you could need a new pulley and spring

but remove the cover and the starter assy 1st and check that the pawls have not stayed out or jammed , then try winding the spring and pulley up in the direction that the cord is moving when you pull the starter cord - check that end of the spring is still engaged onto the pulley , but if no tension is noted broken spring indicated

sometimes a replacement starter assy is quicker , cheaper

your local mower shop may have a spring & or pawls or starter assy for your model

but just in case get the model codes & numbers off the white tag from your mower
and check out this site for parts

then find your model from the list
then find starter assembly

My MTD yard machine 115 072A019 starts fine then when I start to mow it squeals loudly then dies. When I look at it the start pully is jammed. I get it moving freely and the same thing happens.

your machine sounds like it needs the starter clutch on top of the flywheel replaced

it is quite possbile that you will need another stater pulley and spring too as the faulty starter clutch would be causing damage to those components too , if your really lucky they wont be damaged but more often they are

so your worst case scenario is replace starter clutch, pulley and spring , the least is replace only the starter clutch and check for damaged csping and pulley where it engages the clutch

as well the shaft where the clutch attaches to

Wont drain. It looks like the pulley that is at the bottom of the pump assembly fell off (the belt came off as well). Can this be re-attached? I didn't find any screw near where the pulley fell.

The pump does not have a belt driven pulley.
The motor and transmission both have pulleys. My guess it's from the transmission

unbolt the cover and there is a pully under it,,,this pully holds the starter rope but its needs to be tenshond up first so it pulls the rope inside when let go,,,the rope is just knoted to the pully
also its a 20 to 1 petrol oil mix,,,for running it on,,,
