Make sure the fuel tank cap inlet valve is working properly, this will allow a vapor lock if it is not. Then check the fuel line in tank to make sure the pickup filter is not hung up in tank thereby allowing the fuel to get below the pickup. Also check the fuel line for holes. You can also try toro.com customer care, manuals and parts, type in model no. then get owners manual and see if in troubleshooting section it list this problem.

sounds like the exhaust is indeed stopped up echo part number 14586240630 is the exhaust screen, they can be easilly cleaned with a torch to burn off the carbon build up.......hope this helps
