if your washer will agitate when set to fill but not fill, then your pressure switch is bad.
also you may want to check and see if you are getting both hot and cold to your washer.

Common problem with these top loading Kenmore models.There are many step by step solutions on replacing whats called the motor coupling(3 pieces) An easy way to tell if this is your problem when you pull the washer out you may see a pile of black(or maybe even white) shavings right under the motor.The coupler keeps you from doing damage to the gearbox and breaks away first.It's a pretty easy repair if you follow the step by step instructions found on this site.(sorry I don't know how to linc for you) I just read a bunch of them and even found a couple that were on youtube showing video.The part is readily available on line or in my case at an appliance repair shop close to me.The hardest part of this repair for me was just getting the cover off first,but once again there are step by step instructions for that on here as well.The part is about 13-17 dollars,and it is a little tricky getting the one end on the gearbox,but take your time and follow the help full guides and it really isn't that bad.The cause for this problem seems to be first of all the material that the part is made of,but is mostly caused(from what i have been reading) is overlaoding of your washer.

The problem is most likely the water level switch. This would be the case if the water is able to be turned off with the dial on the washer and not running all the time.
If it is running all the time and you have to turn it off at the water line valve, then the problem is a stuck water fill valve.

I recently had this problem. It was found that the main drive belt broke and the washer would fill but not spin, agitate or drain. I replaced the belt and everything worked again. A defective or disconnected cover switch would also cause the same problem.

You may have gotten some sediment in the water inlet valve which is clogging or restricting the cold water solenoid. If you live in an area that has hard water, or if you use well water, this is common problem. The valve has electric solenoids controlling the water flow and sediment screens. One for hot, and one for cold. If you turn off the water supply and remove the hoses from the back of the washer, you can see the sediment screens on the valve. You try cleaning them while the valve is installed to see if this will correct some of your flow problem. Also, check the fill hoses. Some hoses have restrictor screens in them which can also become clogged.
If that doesn't work, you may also attempt to clean the valve by removing it and placing it in a 50/50 solution of distilled vinegar and water. Allow it to soak for about a 30 minutes. Mix a solution in a container and submerge the valve portion only, leaving the electrical contacts dry. After 30 minutes flush with warm water. Sometimes this works, sometimes the valve needs replaced. You may want to replace the valve altogether if you're going to go the route of removing the it. This will eliminate the guess work and save yourself from having to repeat these steps twice. The following link explains how:
