120 volt tubs will only have a maximum of 1.5kw heater element. It may even be a 1 kw?
Ambient temperatures have a lot to do whether your water will stay at temp for very long when using jets.
When jets come on, heater goes OFF!
At 120 volts, your outlet is probably rated to provide a maximum of 15 amps. If dedicated outlet, no other items are using the power provided by the breaker, you may have an upgraded circuit which may be providing 20 amps.
A jet pump on high speed will consume about 12 amps.
A jet pump on low speed will consume about 3 amps.
A 1.5 kW heater will consume about 8-10 amps
so... If high speed was on and heater was on, your spa will have a current/amperage draw, over maximum of 15 amps. At approximately 8 amps over recommended draw, the wires will overheat, and trip the breaker. If the breaker fails, the wires will still overheat, but won't trip the breaker, creating a very possible fire hazard. Electrical fire In the walls, then your house can catch fire.
So... That's why hot tub won't heat, when jets are on. Designed that way, for safety in mind!
My first question would be about the outside temperature. What is the outside temperature?
Hot tubs that are designed to operate on 115v only have 1.5kw heaters and if the outside temperature is below 50 deg F they tend to not keep up to 103 deg water while being used. They are also designed to not heat while the high speed pump is operating.
Does it stay up to temperature on a normal basis?

probably a dirty filter!! take it out turn tub off to reset turn back on with filter out and c if nthis solves problem if so replace filter.
