Connect a LAN cable from Belkin to yourlaptop/computer's LAN port, open a browser on your laptop/computer and enterthe Belkin's configuration URL.

Usually when you get a new wireless card you should pop in the cd they provided and install the driver and utility from the disc. It should put an icon on your desktop and in your Program Files list. If you don't see a Belkin entry in your Program Files list then you should put the cd in and reinstall everything, which should give you the utility. I actually don't use any utilities besides the built-in Windows Wireless Zero configuration tool, which is the normal Windows wireless window that you are probably used to. So it isn't necessary to install the Belkin utility if you don't want to.
You want to secure the wireless network. Is there any computer connected to the router with the Ethernet cable? If not then you will need to connect the computer to the router with the cable. Check the IP address on the computer. Open the router set up page. Once you open the set up page, you will find the option to make it secured
To secure your wireless network and prevent unauthorized access you need to setup your wireless router with these settings :-
When you first setup your wireless router you should change the login password and then the wireless configuration, setup WAP or WAP2 encryption (WAP2 is the strongest encryption) and change the SSID and turn off SSID broadcast. For further wireless protection enable MAC address filtering. The MAC address of the wireless card in your computer is entered in the router MAC address filter table, which allows only the wireless card with this MAC address to connect to the wireless router. Also if your router has a firewall then you should enable this feature. The wireless card on the computer needs to be configured with the wireless router's settings. The LAN cable can be removed and the computer communicates wirelessly with the router.
