That motherboard has a ADI AD1986A HD sound card. Reinstalling the sound driver for that should restore the audio device and make the sound work. Just make sure the HD Audio is enabled in the BIOS.
Are you using a PCI sound card rather than the onboard sound? The onboard is listed as "ADI AD1888; 5.1 channel audio" & IMO, it's much better than "C-Media CMI8738/C3DX Audio". If you are using a PCI soundcard, did you disable the onboard sound in the BIOS? The drivers for the onboard can be found here: http://www.foxconnchannel.com/produ...
Your soundcard is an adi soundmax hd, first check the mic volume in audio control panel, if its muted or to low change the settings accordingly to your needs (many times the mic is muted by default to avoid feedback loop or other audio artifacts). If this is not the case check if the driver is installed, if it is not download and install vista drivers from hp support page (W7 is at least on paper 100% compatible driver wise with vista)
Sounds like you need a new sound card, also try to change speakers or test them in a other computer. I should test a other soundcard in the computer and if its sound OK then change it.
