CAN YOU TELL ME IF I NEED TO WAIT A PERIOD OF TIME BEFORE TURNING ON MY AC WINDOW UNIT BECAUSE IT WAS LAYING ON ITS SIDE PRIOR TO INSTALLATION?

sounds as if you either have an improperly working thermostat. If this is new, the low voltage wire in the air handler may be improperly connected, or a bad sequensor.

you have clearly mentioned in your question itself that electrical cord does have power going into the unit.i feel it may be the problem with your power cord wire . try replacing the cord first and check whether the power reaches the unit.

You have a low voltage short on the unit somewhere telling it to come on. Or the contactor on the outdoor unit is stuck closed. You can turn the power off to the unit ouside and open the cover. Look at the contactor and check to see if it is sooted or burnt. Those are the only two problems that it can be.

Chances are your A/C unit can be repaired for a lot less than a new one -- I'd call for service.
