My phones (2) keep cutting in and out when in conversation. Can I assume this is because of the batteries? They have worked perfectly for the entire 7 years I've owned them.

This is a common problem with most of the cordless phones available in the market. Kindly make sure that the battery is not at fault. I have seen a couple of times, that if the battery is at fault, even though you would keep it on base for hours, it might not be able to get charge and your call would be disconnected.
If battery is fine, this would confirm an internal problem. It could be a problem with the circuit board. Any faulty IC or diodes could result in the message being displayed on the screen. Though, this is quite rare. You could try to un-register and then re-register the phone. If that not helps, you could follow the below trick :-
1) Remove the battery from the handset.
2) Unplug the AC adapter from the main base unit AND the wall.
3) Wait at least 20 minutes.
4) Put batteries back in handset.
5) Plug AC Adapter back into the main base unit and then the wall.
6) Wait about 30-60 seconds for system to reinitialize.
7) Test the system.
If that would not help, unit needs to be repaired, which sometimes are not economically looking at the cost of the product. If it is under warranty, contact Panasonic for repair or replacement of the same.
