Fan barely turns

if your saying that the voltage drops to around 4 volts at the supply transformer at anytime , then id say the load (device connected) is too much for the transformer to supply this most likely is caused by an internal fault in the load (humidifier) also since its a water appliance id say a water leak might be a factor in that as well , taking a look under the cover of the humidifier 4 signs of a water leak (or past one) would be where id start

if the fan is simply humming but not turning over take the back cover off and make sure the blower piece is free turning. i used to have a dehumidifier(goldstar similar model long sold though) it had a bad thermal fuse in the fan motor but compressor worked perfect. bolt is i think 10mm and i had to peel the tape off of the motor windings to get at the fuse. soldered new one in(p/o gave me new fuse and 10 bucks to get it out of his hair what a deal:) ) and retaped the windings. also the felt bearings may be loose but i just lubed the front and back bearing housings well with syn-lube(valvoline for brakes) and reassembled. baby oil works wonders so does vasoline but due to heat that trick does not last long before making a racket and leaves a **** on the assemblies underneath(mess) so try the high temp lube or any moly based brake lube

It is probably the start device(the coil looking things), as long as you don't hear the compressor humming. A loud hum is a lock compressor and the cost would be far greater than a new unit.

Is it only the fan motor running that you hear? Or is it the compressor motor and the fan motor in combination?

If it's just the fan motor, it running to circulate the air, in an effort to sense humidity in the air, above the level you have the humidifier set on. Speaking of which, you may have the level set higher than what the humidity is in the house and the unit is just maintaining it. 50 to 60% is high, as opposed to 35%, which is what most folks want to maintain in the hot, humid, summer months.

If you want to test the unit, place in the bathroom, turn a hot shower ON, turn the humidifier ON and set it for 45% or minimum if your unit does not have a LED readout screen. Do Not turn the bathroom exhaust fan ON. As you leave the bathroom, close the door and don't return for 20 minutes. When you do, turn the shower OFF and check the humidifiers water collection bucket. If you see any water, the unit is working as it should. If you don't see any water, it's time to replace that unit. I say that because, at best, the parts and labor to repair the unit would be equal to or almost equal to, the price of a new dehumidifier.

first,make sure the fan blade hasn't gotten stuck on the shroud and cannot turn,then shut off machine and by-hand rotate fan and see if it spins to a stop after several rotations,if it stops quickly there is a bearing problem with the motor,this is normal after many years of service,then replace the motor

the dehumidifier hums ans fan does not turn

Are you talking about a dehumidifier or a humidifier. If you are talking about a dehumidifier, it works by blowing air across a cooling coil causing condensation and the water will drip and pool. The cooling is caused by a compressor working like refrigerator, but using the effect to dehumidify. To check if the cooling coil is working there will be a metal can like in it with tubes in and out. One of the tubes should be warm(input) and the other tube should be cold, if not your compressor is not working. If freezing up, low freon. Check to see if the compressor shuts off very quickly, that would be too much freon. This is not user servicable. Now a humidifier works several different ways. One way is a fan with cloth belts rolling through water using evaporation to humidify. Another way is for a circular fan like on a motor to turn. It has a hollow piece into the water. It picks up water and then through centrifugal force aerates. One way is for a sonic humidifier. All the types have a problem with eventual calcification or mineral build up in the water handling paths. Lime-away or Concentrated Lemon Juice will dissolve this. The lemon juice is the most fun.
