Primer bulb is part of the fuel cap.

Ok, what you need to do is go on Google type in that model number UT etc etc and parts right after it. You will see a bunch of sites that have parts drawings, click on one of them, find your part numbers THEN do the same thing again, bqck to google, type in part number then the description, again you will see sites that will either offer the OM part or an aftermarket.

My apologies if I'm incorrect, but I've never seen a chainsaw that had the primer bulb connected to the gas cap.

I'm hoping you're asking two questions at the same time.
1) Primer bulbs are replaceable but it's extremely rare that it is necessary
2) Gas caps are replaceable but only needs to be done if they are broken.

Should be 50 to 1 mixed gas and should also have oiler for the chain.

You could have a clogged tube from the primer into the carb, but it also sounds like the fuel tank is overfilled.

I was working on a neighbor's homelite chainsaw and I replaced the primer bulb, it was not intuitive, and I hooked up the lines backwards. Also if you are replacing the primer bulb, maybe you have old fuel lines that are deteriorating and need replaced. Did you check the in tank fuel filter? If it looks dark, it may be time to change it.

I just did a primer bulb not too long ago, but I don't remember what equipment it was on. They are generally easy to replace. First, remove anything that is retaining the bulb assembly, such as cover plate. On my Homelite chainsaw, I simply pried it out with a small screwdriver.
The replacement part itself has two barbed stubs that the two fuel line hoses push onto.
Make sure that you keep the fuel line tubes above the fuel level at all times to prevent leakage.
