The Phone seems to be locked to a particular network provide. you need to speak top your network provider to unlock this phone for you legally.

I have this problem on Telstra when I restart the F480T.

To fix in Australia on Telstra:
- Widget->Messages
- Settings->Text messages
- Text message centre settings
- Edit Text message centre 1
- Centre address = +6141706700

Save.

You can get the centre address from anybody on the same network as you.

You will need to take the phone to a mobile service center to have it unlock or try online at unlockitnow.com or mobile2mobile.net....this usually take between 12-24hrs but it depends on the traffic of the site.
