It is a bad control board. Mine just had the exact same problem and I replaced the board. It is available from the Sears online part store for $112.00. It is not hard to replace if you are somewhat handy.

There's probably some garbage clogging the pump.
Take the lower basket out of the dishwasher. Remove the lower spray arm. Remove the screws holding the upper pump housing and if necessary any hardware located right under the spray arm. Inspect and clean as needed. Also check the spray arms to see if there is any debris inside. I've found bleached and hardened beans, paper wads and soap/lime concretions in spray arms. I've even found a plastic pull strip from a frozen juice can in the pump (that was LOUD!).

Based off what you have described your Frigidaire dishwasher is displaying an error code "CO" and will not run. An error code of "CO" may be a miscommunication within the control panel and you can clear that error code by disconnecting power from it for roughly ten minutes. Hello Teresa Ann - Typically error code UO indicates that while the dishwasher is in wash cycle, the main control board is not receiving signal from the vent assembly and that the vent plunger is in a closed position. A professional will need to check the wiring between both parts and depending from the results either part may need replacing.
