Just a thought: Unplug the KB and mouse, wait a few seconds, then reinsert them. That's with the computer running. They are USB mouse and KB, right?

When i try boot my dell xps 420 it states that there is no boot device available. Why does it say this?

A boot device stores your operating system (i.e. Windows), and is usually your hard drive, but can be any storage medium such as a floppy, usb flash drive, or even a cd rom. When you turn your computer on, your motherboard looks for your OS on any of the storage devices specified in your bios, in the order specified to look first (Ex. Boot order: 1. CD-Rom, 2. Floppy, 3. Hard Drive, 4. Network). Your Dell is telling you that it can't find Windows on any of these devices. Most likely cause is that your hard drive stopped working, your Windows boot.ini file became corrupted, or you have a USB device plugged into your computer, and it needs to be unplugged before turning on your computer.

My computer does not see the GeForce4 MX 420 hardware. I can not install drivers for it because of this.

Try this, uninstall all your video drivers in Device Manager and shut the PC down.
Remove your MX 420 and connect the monitor back to the onboard video ( or previous card ).
Boot the PC and go into the BIOS.
Make sure that you select PCI for the graphics option in the BIOS. You are not using it at this moment, but we want it to work when you do put your MX 420 back in.
Now shut it down and put the MX 420 back in.
When you boot and get the "New Hardware found' message, just cancel it and install the MX420 drivers.

Xerox 420 dc ports?

If it's a DC that means Digital Copier, It does not have print capabilities. That would be the ST versioin.
A 420 DC is simply a copier. It can however be upgraded to an ST.
