OK based on the IP address you've given me I can tell that your network card is not getting an IP from the cable modem. The IP you have there is automatically assigned by windows in the absence of a proper DHCP server.
You have 2 options now you can try to manually assign the IP address and connect to the modem or if u have the CD that came with it you can connect to it using a USB connection (most modems have a usb port) and configure the modem manually to give you an IP or at least see what address range it is using and configure your PC to suit.
If you don't have the CD and USB and you want to manually assign an IP address to your PC most modems tend to use 1 of 3 address, you can try either:
192.168.1.1
192.168.0.1
10.0.0.1
to connect to the modem (if you use a ping command from the command prompt with any of the above addresses the one that replies is the ip of ur modem)
and manually configure your PC network card with either
192.168.1.25
192.168.1.25
10.0.0.25
Its a little technical i know but you should be able to do it
Hope this helps you.
If this doesn't work we can try a "tracert" command next to see if we can determine the modem IP

If you are at a area with a hotspot that is not encrypted then yes, you should be able to connect. Places such as Starbucks, McDonalds, and miscellaneous other places do have free hotspots whereas some places like Barnes & Noble (until recently) you actually had to pay to be able to access the wireless hotspot.
Testimonial: "Thank you I am in midtown Manhattan large apt bldg and assumed there would be a large volume of hotspots (servers) to connect."

try opening ie then clicking the file tab, look to see if there is a tick next to 'work offline' if there is then uncheck it.
