Could be the fan or the air flapper could be broken. The fan is simple conpared to replacing the flapper. The dealer will have to remove the entire dash and cost you well over $1000. There is a way to replace the plastic flapper with an after-factory replacement. You go in through the glove box and cut out a section of the duct and remove the old broken flapper, replacing it with new one. The newer version has a metal hinge and not plastic, which should outlast your car. Last, you might need to replace your climate control. I replaced mine with one from an Expedition from a junkyard.
Try adjusting the water level in the tank. Most flappers close as the water in the tank flows out to a certain level. Try allowing more water to come in to the tank. I doubt the weight of the chain has any effect on it closing too early.
Most people have trouble with the flapper falling too fast and they get one with a float on it or one that drains water on the counterweight to keep it up long enough. It sounds like yours stays open too long. Get a flapper that will fall fast without any gimmicks on it. the shorter the chain is to the flush handle the better too.
I would suggest trying to clean the flapper seat and also the pins that the flapper hinges on. If the flapper looks closed you can try putting a bit of petrolium jelly on the flapper seat and see if that fixes the problem. If nit you should replace the flapper.
The seal at the bottom of the tank is leaking. Usually the call this a flapper. Take the top off the tank and look directly to the bottom of the tank in the center. Flush the stool and you will see the flapper rise and then fall. You probably need to replace the flapper. To do this just turn the water off to the stool, flush it to get all the water out of the tank, reach your hand in the tank and disconnect the flapper and now you can take it to most hardware stores and get another one.
Turn the water supply valve off, take it to a local hardware store and get a new universal flapper. The fluidmaster ones are pretty good. Just make sure it's the right size. For example, some hinges have a 3" gap vs. the standard. Get a new flapper and chain. Make sure you adjust the new chain so that it doesn't slack and should be taut. This will solve your problem. If you installed the flapper using the ring. Remove it. If it is a rubber ring then cut the ring out and use the hinges on the sides to install. Other than that make sure your flapper chain is straight and not twisted and also that the chain is giving the flapper a reasonable slack. Hope this helps!
Check to see if the chain that pulls the flapper up, is pulling the flapper up far enough. If it is not getting pulled up high enough, the water suction will pull it back down into the hole. You can adjust the length of the chain to remedy this if that is the problem.
Woody, This is one of the easier dispenser assy. to fix. The flapper is pretty simple, it clips on to the hinge assy. The hinge assy. has a spring that closes the flapper. There is a selenoid that pulls the flapper open. You can look up the parts on the net to see what they would cost. Flapper-12562701, hinge assy. 67004119, solenoid-12575401,spring 12565502. I don't know if you need all of them, Im not there to see. But if you have some time on your hands you could save a lot of money doing it yourself. Once fixed, you should be good for a long time.
