I have a Vollmond wall clock. Wallnut finish and with Westminster chimes. It makes a clicking sound before chiming and does not chime at three, four and five in the morning.
When was the last time it was serviced? The movement probably needs a good cleaning and/or oiling.

There is a small potentiometer that the volume know is on, probably replacing the pot will fix the problem. Radio Shack has these.

Manually turn the minute hand forward until the 16 westminster chimes sound and then the hour strikes. Then remove the minute hand (it will go on in four positions) and put it back on at the 12 o'clock position. The chimes should now be back into sync.

Pressing the red button advances the chime count by one. Continue to advanced the chime count until it matched the hour shown on the clock face.
