It should change by Time Zones and then Auto Update (Mode 321). It looks like your model was updated to the 321.. Perhaps you need a Firmware update, but my feeling is that it is a 21 year old television and it can't cope after Y2K and Time Server issues?

To set time and date:
1) With time and date showing,

In time mode, hold set (bottom right button) to change date and time. The selected (flashing) item can be changed in one direction only using the up (top right) button. Press set again to cycle through each item until desired settings are chosen. In stop watch mode, the up button starts and stops the stopwatch, the set button will take a split time while the time is running. To reset the stopwatch, press set once while the time is stopped. In alarm mode, the up button turns the alarm on and off. There are three alarms available. To cycle though alarm times, press set. To set an alarm, press and hold set until the time flashes, then set the alarm time using the up button, cycle through hour and minutes using the set button. When finished, press set again. Timer mode. To set the timer time, press and hold set until the time flashes. The timer goes up to 23h:59m:00s. You cannot set seconds. Once set, the timer can be started and stopped using the up button. There is no reset for the timer, to start a new timer the time must be manual changed again. To check heart rate, press and hold mode until PUL is shown, place two fingers, one each on the top and bottom metal contacts for 6-10 seconds to get reading (This works best when not in motion).
I couldn't find the manufacturers' web site but I found the following , which may help;-
The unit automatically receives the time signal everyday at midnight and makes any required adjustment to the time displayed.
The WAVE OK indicator and the Tower Icon on the display will show if the time signal is successfully received or after manually pressing the SET/WAVE button
You can trigger a Signal Receive operation at any time by pressing the SET/WAVE button, which will activate the Signal Search function of the unit.
To Manually Set the Clock To Set the Year and Date 1. Press SET/WAVE button after setting TIME ZONE and DST 2. Press + or - button sequentially to set the year (holding down the button will change the year at a high speed) 3. Press SET/WAVE button to confirm the year set and start the date process 4. Press + or - button sequentially to set the current date (holding down the button will change the date at a high speed) NOTE: The weekday changes automatically depending on the year and date
To Set the Time 1. Press the SET/WAVE button after setting the calendar 2. Press + or - button sequentially to set the minutes (holding down the button will change the year at a high speed) NOTE: Once you the press + or - button, the seconds will reset to 00
To set the 12/24 HR mode and the Temperature Mode 1. Press SET/WAVE button after setting the time 2. Press the + button to toggle between between 12HR and 24HR (military) modes 3. Press the - button to toggle between C and F temperature display mode 4. Press SET/WAVE button to confirm and quit the set mode
Set in correct order:
1) Hand Home Position
2) Digital Time Set
1) Hand Home Position:
Press and hold A and B for 5 seconds, Press A to move Second Hand to 12: position: (if not there). Press B to enter Hour/Min set mode. Press A to move both hands to 12: position. Hold A to move hands fast, Press A again to stop hands. All 3 hands are now at 12' oclock.
Press B to exit Hand Home Position mode and enter Timekeeping Mode.
2) Digital Time Set: (hands will self set when done)
Press and hold B for 5 seconds to enter setting mode.
Press A to advance current item or scroll through choices. Press B to set item and advance to next item.
<Order of Items to Set>
GMT Differential -> Daylight Savings auto/on/off -> Seconds -> Hour -> Minutes -> Year -> Month -> Day -> Day of week language -> Auto receive -> (back to Timekeeping Mode).
<Setting each Item>
GMT Differential: Press A untill your time zone is reached (E=eastern, C=central, M=mountain, P=pacific). Press B to set (advances to next item).
Daylight Savings: Press A untill desired DST mode is reached: ("At" auto, "On" after spring change, "Of" after fall change) Press B to set (advances to next item).
Repeat to set: Seconds (resets to :00), Hour, Minutes, Year, Month, Day, Day of Week Language, and Auto Receive (on/off).
For each item, Press A to advance, and B to set.
Pressing B to set last item exits Setting Mode and enters Timekeeping Mode. Hands advance to current time.
To change from 24 hour to 12 hour, you hold down the "Mode" button until it switches from 24 hour to 12 hour or vice versa. To change the time zone, you hold down the "Set" button until the time zone that you set it in flashes (like "LAX" on my watch). Then you press the "Receive/Start/Stop" button to choose the specified time zone you want. To set for daylight savings time ("DST" on the watch), after holding the "Set" button and having the time zone flash, you could press the "Mode" button. It will give you a few options for the daylight savings time (Auto, On, or Off). I chose the "On" option, which immediately changed for daylight savings time. If you manually want to change the time, you could hold down the "Set" button and keep pressing the "Mode" button until the time starts flashing on your watch, then pressing the "Receive/Start/Stop" button until you change it to the time that you want. You could also set the watch to beep or chime after pressing the set button if you wanted to know that piece. You hold down the "Set" button when you are done to get it to stop flashing. These instructions worked for my Timex T5G341 Universal Radio Control Watch. I hope this helps.
Let me start by saying that I own this watch and LOVE it!
To set the time you need to pull the crown all the way out to the furthest position.
To set the date you need to have the crown in the position in between the "winding" position and the "time set" position. Basically, pull the crown out till you hear/feel 1 click to wind, 2 clicks (total) to set the date, and 3 (total) clicks to set the time. I always set the date first to 1 day behind the current date. I then move the crown out to set the time so that I can set the watch to either AM/PM depending on the actual time. For example, I set my Rolex today (the 5th of January at 3pm - just an example). I would first move the crown to the date setting function and move it to January 4. I would then move it out one more position to set the time. I would go around the watch until the date changed to the 5th and then go around from 12 to 12 to change from AM to PM. I would then move it to the 3 and then I'm all set. This is helpful because it will ensure that your date will correctly change when the day changes and not be 12 hours behind.
