The tv powers on and the screen turns on and the image flashes with a clicking sound from the ysus board

I had the same problem today, Hp wanted $629+tax to fix. With a little mechanical ablity anyone can fix this.
1. remove back covers
2. left-hand side is the video board
3. two white fuses
4. replace
this fixed mine and they only cost $1.50 each

The "Clicking sound is what gives it away. It would seem that your unit has some sort of PSU
fault, or a problem that is shutting down the Power Supply Unit, PSU. This
happens so that no further damage, and possible fire will occur.
You need
to take the unit to a reputable service centre/man and ask for a firm
"Quote" for the work to be done.
I have a seven year Plasma TV HP PL5060. When I turn on the TV, I have sound but no picture, the screen display (power on) is a snowy blue screen and vertical pink stripe.
