WHEN I START MY PC A RED LIGHT FLASHES 4 TIMES THEN IT SHUTS DOWN PC WHAT DO I DO?

Here is what I would do...
Turn the PC off and unplug it. Then press the power button to drain any residual power from the motherboard.
1. Remove and reseat the memory module(s). Restart the PC.
2. If removing and reseating the memory module(s) doesn't work, if you have more than one memory module installed, remove all but one, and start the PC.
Test each memory module one at a time, until you find the one that is bad.
If none of that works, check for bulging and leaking capacitors on the motherboard. These may be particularly noticeable around the processor area.

Do you have a windows XP cd?
If so you can try booting from the cd and running recovery console.
from recovery console type chkdsk -r
This should repair any bad sectors on your drive, allowing the drive to boot

Try this first : Load the bios (F10 - vista or F1 - XP), Load setup defaults F5. then Save changes F10, and try restarting your pc.
Secondly, after restarting your pc, on the HP invent screen, keep tapping on F9 for the diagnostic test
If theres no any error message, press any other key ACCEPT for the 'R' key to restart or repeat the test.

Try loading into safe mode F8, select on the safe mode and let the computer stays into safe mode for sometime.
If the pc doesnt restart, it means theres no any HW problem in ur pc. If it does the same, it means, you will need to check your Power supply, M/board with your tech

Sounds like it is over heating. Open the side panel of the PC and check to see is the fans are all running when you power it on. More specifically, the fan that is over the processor/heat sink is the most likely to cause the computer to over heat and shut down.
