About 1qt. I fill my oil filter to the top once and let it soak into the filter cartridge before installing. You can tip the mower a little to it's side when installing the filter to alleviate some of the chance of spillage. The engine should hold the rest of that qt. When you check the oil and it reads the correct amount, add a dash more to compensate for the filter.
try making sure your getting gas to the carb,and to the spark plug if you can choke it and try to start it but fails check the spark plug if its wet with gas then the plug is not firing or your ignition coil is dead also check for debri or foreign matter in the gas lines and filters but if it has set for awhile most of the time the jet become clogged in the carb but most importantly make sure the gas is good and free water dead gas can cause a problem of that nature.hope this helps.
Most common is a dirty air filter, followed by a plugged vent hole in the filler cap on the gas tank. Next would be fuel issues either in the supply line or in the carburetor.
