Have you checked the BIOS? The BIOS on this board has a section called Smart Fan. It's in a part of the BIOS called PC Health Status. The fan's response to increased processor temperature is controlled by something called Easy Tune. If the processor is overheating and you can't hear the fan running flat-out to cool it, the RPM needs to be increased.
Another thing to check is the heat sink to processor contact. In order to get good heat transfer from the processor to the heat sink the whole top of the processor needs to be coated with a thin film of heat sink compound and the sink needs to be correctly aligned and making good contact with the processor.
If all of this proves fruitless, you can set the BIOS to optimized defaults by pressing F7 while in the BIOS. Ultimately, as a last resort you can try F6. Of course, as you're most likely aware, you have to save and restart after each change.

Do the fans still start spinning ? And did you do a CMOS clear ?
You should also try booting it without a graphics card and/or any other audio/network card, etc, so you only have the CPU and motherboard (and also try it with 1 RAM bank and without). When it beeps, it's probably alright (implicating other failing hardware).
When you hear no beeps at all (but the fans spin), it's pretty likely that the board is gone. You might want to doublecheck the powersupply and CPU nevertheless.
