You can perform two hard resets on this device. From windows. Click Start, Settings, then the Systems Tab,click Clear Storage, Type 1234 into the box and tap the yes button the phone will then reboot and reset.
OR Remove the back cover of the device and hold the call and end button on the fron of the device and reset the device by sticking the stylus into the small hole to the left side of the USB port the device will ask for confirmation to confirm press the enter key on the keypad and then the device will reboot and reset to factory settings.
Couple of things you can try to fix the issue, firstly try a hard reset

I have been using this phone for a little over a week, and am having a problem with
cprog.exe. After most phone calls, I have a message from windows saying that there was a
problem with cprog.exe, and it then sends an error report. I though that the phone might be
a little buggy at first, but this problem has continued and is very frequent. Is anyone else
having this problem?
This is the suggestion they provide on O2 website for such problems:
Perform a soft reset (PDA phone) or re-boot the device (Smartphone) and test again.
Perform a hard reset (PDA phone) or return to default settings (Smartphone) and test again. (read below before dong this)
Check that the application still fails to execute after you upgraded the ROM (OS) to the latest revision. If you haven't upgraded your ROM (OS) do so now and check again.
But before doing the hard reset, I suggest you try installing other camera software for windows mobile 5 and check if the camera still working (not a hardware problem). If its still fail, try the hard reset after backing up all you data.
