if you cannot log in to that pc at all, then you need to start a clean OS(eg a cd version) to the command prompt with admin rights. you can then use a few command line commands to set/reset passwords for your user account, or to create a new admin account and add it to the USER and ADMINISTRATOR groups. The "Net User...." commands is all you need. You can use a Hiren's 15.2 cd boot to minixp to accomplish the task. Just search "Hirens make new user" You will have to download the Hiren's 15.2 ISO then burn the CDrom image and boot it on the pc.
Unlike Windows XP the administrator account is disabled by default in Windows Vista and Windows 7.
Many people prefer to have the amin account open just in case they forget their main account password or to alocate admin rights over another user account like your childrens for example.
In the tip I am going to tell you how to enable the admistrator account so it is visible on the Welcome Screen.
These step only apply to Windows 7 and Windows Vista accounts that have admin rights, they won't work on an account which is limited or which is a guest account.
1. Click on the Start Menu. 2. Click on All Programs. 3. Click on Accessories. 4. Right click on Command Prompt and select Run as administrator. An Adminstarator Command prompt window will open. 5. In the command window type "net user adminstrator /active:yes" or "net user adminstrator active:yes"(with out the quotation marks) 6. to disable the admin account type in the command window "net user adminstrator /active:no" or "net user adminstrator active:no" (without the quotation marks) 7. Close the command window. 8. Log out of your account.
When you have logged out of your account you will see the Administrator account on the Welcome Screen. If you don't see the admin account straight away all you have to do is restart your computer.
Restart the PC, hold down F8 once you enter the Windows® Boot Menu choose Safe Mode with Command Prompt, and now type in the following:
net user root /add
net localgroup Administrators root /add
net localgroup Users root /delete
The first command adds a new user called "root", the second command adds
that user to the Administrators group and the third command removes the
user from the Users group which leaves him in the Administrators group.

if you know the password then log in via the admin and goto control panel > user accounts> administrator> and click change my password.
Enter the new password twice and way you go.
if you have forgot your admin password then:
if there is already an other administrator on your PC then you can log in to that and type net user administrator * in command prompt then enter the new password twice. Note this command can only be valid if you have admin authority.

Note: Below steps are for win 7, vista and if you are user any other operating system like win 10,win 8 then mention in next post.
The best and easy method I will suggest you to activate your windows hidden admin account and for that follow the below steps:-
Boot your computer into safe mode with networking
Shutdown the system>>press power button to reboot and immediately start pressing f8(for win7,vista)>>go to safe mode with command prompt>>run below command
Net user administrator /active:yes
Hit Enter and you should see a message that says, "The command completed successfully".
reboot to new admin account and copy your old your account data into admin account or create a new user admin account and copy data.

sign in using his name and password if it is using one then go to control panel/user accounts and change your name to administrator then boot back to your user name
