Usually an old (or older) battery will no longer hold a charge ... or will only hold a small charge (that will let you run the GPS for only a few minutes).
Often, when the TomTom device is always connected to the charger (in a vehicle), where it charges every time the car is turned on, whether the TomTom is being used or not, the battery gets charged (partially or fully) often enough to use up the "maximum number of charge" cycles for the battery. you say its not holding a charge, but is it charging?
plug the charger in and make sure the light is on on the charger, then on the map screen, tap the screen where the satellites are. on that screen on the top right is the charge indicator. is it green and moving from left to right? if not, then its not charging.
try hooking it up to the home dock to your computer and check and see if its charging on the home dock.
Does it not hold a charge, or will the charge not indicate "fast charge"? I had to apply a initial jump charge on the battery to get it up to 20 volts, then I put it in the Ryobi Charger, and it started charging it.
