I replaced the deck belt and the belt is loose, when you flip the manual lever the belt stays loose
When you actuate the "engage blade" lever, two things may occur,
First, a mechanical action, a spring moves to put tension onto the belt.
Second; at the end of its run, actuate a switch (PTF switch) to engage the clutch that moves the pulleys that consequentially move the blades.
if the tensioner is not moving , check if spring has come lose, undone or broken, (more likely in your case) or check the PTF switch.
any other assistance, contact me, good luck.

SOURCE: blades not engaging
Tim, first turn key on engage and disengage blade button. See if you can hear the clutch making a clicking noise. If not check switch., if not your problem is in the clutch.
SOURCE: Knocking in mower deck or belt clutch when engaging blades, motor bogs / slows down
YOU MAY HAVE A BENT BLADE OR EXESSEIVE BUILD UP UNDER THE DECK
SOURCE: mowing deck makes ticking noise when blades are engaged.
A FEW THINGS TO LOOK AT ARE ,1THE PULLY SHIELDSMAKE SURE THEY AREN'T BENT TO CLOSE TO THE PULLEY'S.2 THE PULLEY BEARING'S MAY BE WORE OUT AND TO BREAK .3LOOK UNDER THE DECK TO MAKE SURE YOU DIDN'T GET SOMETHING TRAPED IN THE CUTTING DECK.HOPE THIS HELPED.
SOURCE: blades became disengaged -- won't engage
Sometimes the belt can jump off one pulley and cause the problem, follow the belt around all the pulleys and see if it came off one.there may be a belt loosening lever on the lh side of the mower deck, if so unlock it and reroute the belt around the pulley. If you need to replace the belt the manual has a good description on how to do it and should take 30 min with only a couple of tools.
