Check your battery connections, make absolutely sure it is connected correctly.
Place a multimeter in the XLR plug (joystick). You should have around 26V reading if batteries are connected correctly.
Check the free wheel levers. place the chair in free wheel and move back and forth a couple of times. Place the chair back into drive, turn on controller and try to drive. ( This is not typically associated with a clicking sound but will ensure your brakes are not on)
If you are still hearing a clicking sound, it could be a problem with the brake or a motor. A qualified technician should really look at it for you.

This 8-light code is a joystick controller problem. It is an internal problem with the circuit board located inside the joystick. The entire joystick assembly would need to be replaced in this situation. If you are in need of a joystick, I have several for sale.

Assuming it has fresh batteries (within the last 90 days or so), you could expect to get $200-300 for it. After five years, powerchairs have little value as they lose about 20%/year average, but actually a lot more the first year, etc. like a car. New batteries for this chair cost about $135-155, and it requires two, so that's basically the value of the chair. If the batteries are shot, consider donating it to a charitable group and taking a tax write-off instead.

Hoveround doesn't publish the manual online. Go to their website and get the contact number to call and request a manual...usually at a fee...they ****. Next time, buy a Pride, Invacare, or whomever has the owners manuals online.

The battery needed is a U1 battery, 12 volt,33 amps. You can find them at any battery warehouse store like Batteries Plus, Interstate Batteries, etc. The cost between seventy five and one hundred twenty dollars each and you will need to replace both at the same time. If you are the original owner of your Power Chair, your health insurtance may cover the replacement.
